Touch Keyboard and Handwriting Panel Service 改め Text Input Management Service は無効にしてはいけない（できない）。とりあえず起動するには
sc.exe config TabletInputService Start= auto
sc.exe start TabletInputService
IMEが使えないときは、taskschd.mscを実行、タスクスケジューラライブラリ＞Microsoft＞Windows＞TextServicesFrameworkもチェック（有効化する）。
